If you're the Webmaster, you probably need some info on networking and the Internet.  I have a few sites for checking out your connection to the Internet, and some general info on networks, servers, etc.

This tutorial starts with "What is a browser?" but you can skip to the later chapters on HTML, CGI and Java.

Whatis.com and NetLingo
Both sites are online dictionaries of the jargon of the Internet, but they both provide more for "newbies" (you can look up the meaning).

School Home Page Building Blocks
Covers all the major areas of site creation.

All Things Web
A wonderful site for beginners, but with plenty of information for more advanced users.   With this site, you may not need to buy all those Web authoring books.

FrontPage Tutorial
Microsoft walks you through creating a basic Web site with FrontPage.  Once you have the basics, you can get more information at the FrontPage 98 How To Page.

The Web Site Garage
Ever wonder what the difference between a professional site and your site is?   Come here and check it out.  You type in your URL, and the mechanic rates your site in seven areas, and tells you what you should do to fix your site. For free.   There are other free services available, too.  Note that the GIF Lube feature here doesn't seem to be as good as the GIF Wizard site, listed below under Graphics.

Bobby
A free service that tests your Web page to ensure it meets standards for accessibility for the disabled.  Use the online version to test a single page, or download the application and test your whole site.

HotWired: Webmonkey
This is a site by Webmasters for Webmasters.  There is some information for beginners, but it's a better resource for experienced Webmasters looking for info on how to do specific tasks.

WebDeveloper.com
All sorts of info from Web Developer magazine.  Also a Developers' Forum bulletin board: post a question and have it answered by other developers.

devSearch.com
A search engine which searches the top 20 Web developer sites for you.

Web Design & Review
Lots of info, tips and reviews on Web page design.

Excite for Web Servers
A free search engine to let visitors search your site.  It's not supported, it only works on some platforms, but hey, it's free.

HTML Goodies
Tutorials, tips, images, JavaScript files.  Lots and lots of goodies.

Netscape's Web Site Tool Chest
A sprinkling of clip art, Java, and copyright info.  Also check out Netscape's Open Studio.

Free Java Development Software
Sun is giving away Java development tools to schools.  Among the products available are Java Workshop and Java Studio.  Check out the details.

Sun's site has lots of propaganda, information, applets, etc.

University of Tennessee Knoxville Sunsite
What a Java site should be.  Thorough and fun.

Java Boutique
Loads of Java applets, plus instructions on creating applets and putting them in your site.  Forums for talking with other Java users.

GIF Wizard
You've read articles by hardcore designers about optimizing image size, but wouldn't know where to really begin.  Come here.  For a fee, this site will look at your image and tell you how to reduce the size.  Try a free demo, and see how a pro would reduce the size of your image.

Yahoo's Web graphics site
A great place to start your hunt for cool graphics for your site.

30 Free Graphics Tools
ZDNet's picks for the best free graphics tools out there.

CoolText
Another place to get free text effects for your site.  A bunch of other graphics like buttons and bars are promised, but not available.

Art Today
For $17.95 per year, you get access to tons of images and fonts.  OK, so not all the images are GIFs or JPEGs, but there are still thousands of choices here, and it's all searchable.

Symbols.com
A searchable collection of 2500 symbols.  Find the history of a symbol, or download it for your own use.  "The signs range from ideograms carved in mammoth teeth by Cro-Magnon men, to hobo signs and subway graffiti."

Pantone
OK, so you know that browsers can only handle 216 colors before they start dithering (or, in the case of AOL's browser, choking).  But do you know what the 216 colors are?  And their hexadecimal RGB codes?  Pantone makes a nice product called ColorWeb so that you can have that info at your side.  The software is Mac-only, but the color wheel is great; look up the color without pestering your computer.

HEX Finder
Don't want to pay for the ColorWeb color wheel?  Download HEX Finder.  It's free, and shows you what a color will look like, and tells you if it's Web-friendly.   And you should definitely support software made by people named Björn.

Lynda's Non-Dithering Colors
Don't want to pay Pantone or download from Björn?  Visit Lynda's page of swatches, each with the corresponding hexadecimal and RGB values.  This site has other info for Web designers, too, including a page which succinctly describes what the heck I've been talking about in the last three paragraphs.

Adding Images [Photographs] to Your Site
This page gives an overview of the process of putting photographs on the Web, from getting the photos to protecting your copywright.

Web Servers

The Ultimate Web Hosting Guide
Web hosting is probably the way to go for most districts.  Your ISP will probably give you space for free, but if not, check out this site.

Web66 Classroom Internet Server Handbook
This site has quick lessons on setting up and using Internet servers on Macintosh, Windows 95 and Windows NT.

Certification

Want some credentials?  There are some groups offering certification for Web professionals.  There isn't really a standard, but you can take a look.
